Peru: Congress approves constitutional accusation and suspension of ex-PM Chavez

During a plenary session on Wednesday evening, Parliament approved the final constitutional complaint report that recommends accusing former Prime Minister Betssy Chavez of the alleged crimes of rebellion and conspiracy.

Similarly, parliamentarians approved the suspension of the former Cabinet chief in the exercise of congressional office while an investigation by the Public Ministry is underway.

A total of 66 parliamentarians voted in favor of accusing and declaring that there is ground for starting criminal proceedings against Betssy Chavez —in her capacity as former Prime Minister.

The proposal to suspend Chavez from her current position as legislator obtained the same number of votes.



Huerta and Sanchez

Afterwards, most Congress members approved the constitutional accusation against Willy Huerta, in his capacity as former Interior Minister, for the alleged commission of the crimes of rebellion and conspiracy.

They also declared that there is ground for starting criminal proceedings against Huerta.

In this sense, there were 57 votes in favor, 18 against, and 10 abstentions.


Subsequently, legislators approved the constitutional accusation against current Congressman Roberto Sanchez, for the alleged commission of the crimes of rebellion and conspiracy, in his capacity as former Foreign Trade-Tourism Minister.

50 Congress members also voted in favor of declaring that there is ground for starting criminal proceedings.


However, the proposal to suspend Sanchez from the exercise of his congressional duties, while the criminal investigation against him lasts, was not approved.

It obtained 27 votes in favor, 39 against, and 18 abstentions.

It must be noted that a minimum of 50 votes were required to approve the constitutional accusation against the former ministers.

Congress' Permanent Commission members were prevented from voting —as stipulated by Parliament Regulations.
