Foreign Affairs Minister Cesar Landa on Friday affirmed that the government agrees with the position expressed by the High-Level Group of the Organization of American States (OAS) which analyzed the Peruvian political situation —in the sense that the country needs to strengthen governability and its authorities must work for the benefit of the population.

Similarly, the government official underscored that, in the report recently presented to the OAS Permanent Council, the High-Level Group proposes "dialogue so as to overcome the political crisis that our country is going through."

In this sense, the Cabinet member said this process "must be inclusive and geared towards the well-being of Peru," adding that it must be promoted by the Executive Branch.

Its results must be aimed at "setting the rules of the game to agree on a government agenda."

Political truce and constitutional justice

While this call for dialogue takes shape and progress is made towards reaching a minimum consensus to maintain the governability of the country, a political truce has been recommended, Landa noted.

"The commitment of political actors is required to create a climate of tranquility, allowing judicial proceedings to follow their legal course," he indicated.

In this sense, the Cabinet member pointed out that the High-Level Group has also recommended strengthening constitutional justice. Thus, if disputes or controversies among State powers arise, "it is up to the Constitutional Court to act, subject to the Constitution."

Minister Landa stressed that among the recommendations, the inclusion of tolerance, respect, and the fight against discrimination have been mentioned for the dialogue.

In this regard, he said the Peruvian State is a signatory to the Inter-American Convention against Racism, Racial Discrimination, and Related Forms of Intolerance. However, that international instrument has not yet been ratified by Congress, he indicated.

The minister also emphasized the call issued by the High-Level Group for freedom of expression to be exercised "with a constructive, responsible, impartial sense, and respect for all," which implies "reporting objectively and truthfully."
