Peru: Constitutional Court magistrate Ramos dies at 61

Constitutional Court (TC) magistrate Carlos Ramos passed away on Tuesday morning, his colleague Eloy Espinosa-Saldaña has reported.

According to Espinosa-Saldaña, the death would have occurred due to cardiac arrest. Ramos' daughter went to wake his father up this morning, but —despite how hard they hard they tried— his relatives could not revive him.

"We are all very saddened; we have just heard the news. He had the day off because he just had a birthday," he told RPP radio and TV station.

The magistrate said Ramos has been the most important legal historian in Peru over recent years, as well as a great colleague at the Constitutional Court (TC).

"We will always remember him with affection, for his contributions to the rulings and his people skills," Espinosa-Saldaña remarked, adding that Ramos was an extraordinary person.

He also said that —despite the grief— TC members will continue working in homage to Ramos.

"We are seven (members) and a quorum of five is needed; the team will have to be reshaped. In homage to him, we will continue working so that the TC fulfills its logic of protecting rights and fighting abuse of power," he remarked.

Espinosa-Saldaña also expressed condolences to Ramos' relatives and entourage.

"He was a very popular person, very popular for his work in the history of law and contributions to Peru," he added.

When asked if the situation forces Congress to speed up the process of electing TC magistrates, he affirmed that this issue depends exclusively on Parliament.

The Constitutional Court is the supreme body for the interpretation and control of constitutionality in Peru. It is autonomous and independent because it does not depend on any constitutional body for the exercise of its powers.
