Peru: Gov't creates Emergency Operations Center of Foreign Trade and Tourism Sector

The Peruvian Government on Wednesday stipulated the creation of the Emergency Operations Center of the Foreign Trade and Tourism Sector (COES-Mincetur) to ensure a timely decision-making process.

The establishment of COES-Mincetur was approved by Ministerial Resolution No. 142-2021-Mincetur, published today in the official gazette El Peruano.

This emergency operations center is in charge of getting, gathering, and sharing information regarding the development of imminent threats, emergencies, or disasters, within the sector's area of competence.

The Emergency Operations Center of the Foreign Trade and Tourism Sector will be composed of:

- The Ministry of Foreign Trade and Tourism (Mincetur), which takes the lead role
- The Deputy Ministry of Foreign Trade 
- The Deputy Ministry of Tourism
- The Secretary General
- The National Copesco Plan Executive Director 
- The Foreign Trade Facilitation Director General
- The Tourism Development Policies Director General
- The General Administration Department Director
- The Director of the General Department of Planning, Budget, and Development
- The National Defense Department Director, who takes the coordinating role 

According to the regulation, COES-Mincetur must coordinate the actions in response to emergencies and disasters under the responsibility of the Foreign Trade and Tourism Sector.
 
In addition, it is responsible for continuously monitoring threats, emergencies, and disasters, as well as administering and exchanging information with constituent entities of the National Disaster Risk Management System (Sinagerd) for a timely decision-making.

Furthermore, it must maintain a permanent coordination with the National Emergency Operations Center (COEN) and sectoral emergency operations centers (COES) in order to secure a timely response to emergencies and disasters.

The ministerial resolution provides that the actions aimed at implementing and activating COES-Mincetur will be financed from the budget allocated to the Ministry of Foreign Trade and Tourism, without requiring additional resources from the Public Treasury.
